Project management fundamentally is about delivery using a single point of accountability. Control is exercised within constraints set by the sponsor or project board.
Programme management is the delivery of a vision, not just value. It is about the management and flexing of boundaries. Many projects are considered successful if they deliver the outputs expected of them, this is just not so programmes. This need to deliver the vision changes everything role the programme managers to establish a coordinated, operating set of capabilities ensure these do deliver the transformed organisation.so, planning programme is not project planning bit large.
Portfolio management is about maximising value and optimising throughput. Evidence shows that excellence in one role does not indicate particularly good performance in another. Part of this is because of the difference in governance structures, part is that the skills are different, the tools are different, and the mindset is different.
